23rd December, 1956.

I have the honour to inform you

that the very large numbers of Chinese refugees

who are coming into this Colony daily by stemmer

via imcao are causing my Government grave concerà.

Every part of the towns of Victoria and Kowloon and

all buildings in the villages are now greatly over-

crowded and the camps which this Government has prepared

and is preparing will be unable to contain the surplus

population. It will, therefore, be necessary very

shortly to take steps to increase effectively the

restrictions now placed upen Chinese refuges immigration.

2. As it appears probable that any such step

would re-act unfortunately upon the Colony of Macao, if

it were to be taken here without warning, I have thought

it right, before taking any action, to advise

Your Excellency of my intention in the near future to

place limits upon the daily number of refugees who will

be permitted to land in this Colony from the neighbouring

perte. I trust that this warning will enable the

Government of Kacao to take measures in advance to protect

itself.
